But the same rules ban a man, who has had sex with a woman who is HIV positive, for only one year.</p>
<p>An advisory panel of the Department of Health and Human Services met last week in Washington DC to re-examine the policies. The change in the policies can lead to a significant increase in the number of blood donors and can boost the blood donations on a nationwide scale.</p>
<p>&#8220;By clinging to a 1980s view of the world, we are perpetuating a stereotype,&#8221; said Quigley (D-Chicago).</p>
<p>The guidelines and policies made at that time are insignificant today as then there were no HIV/AIDS screening tests available and they targeted the specific subgroups which were more concentrated for blood-borne pathogens. But today these policies are null as there are rigorous testing techniques which leads to more questions by the experts as to what is the need to maintain this two-pronged approach.</p>
<p>In a joint statement by The American Red Cross and America&#8217;s Blood Centers, they claimed that current rules which enforce a lifetime ban on gay men are ‘medically and scientifically unwarranted’.</p>
<p>Since the window period has reduced drastically over the years as in the time that an infection takes since the date of exposure to the date of screening tests has been reduced to a range of 7.4 days to 38 days, depending on what type of infection it is.</p>
<p>Thus, as per the statement, a one-year ban gives lots of time and opportunities to account if any false negatives ever show up in any of the subsequent tests.</p>
<p>&#8220;Lots of gay men are not HIV-positive,&#8221; noted Betty Hill, Director of Persad, a counseling center for sexual minorities in Pittsburgh. &#8220;You have to figure they would donate in the same percentages as the population at large, if not more so.&#8221;</p>

<p>Dow was followed by her just married husband, Brian who was also dressed in his wedding tuxedo. The wedding party and all guests followed the bride and the groom on this very hot and humid afternoon. The event took place just after a short time after the Dows took their vows at the Matthaei Botanical Gardens and Nichols Arboretum at the University of Michigan.</p>
<p>The event was the lap organized by the American Cancer Society&#8217;s Relay For Life in the honor of Shelly, mother of Jessica Dow who survived an eight year ovarian cancer and lives in Plymouth.</p>
<p>At the Fund raising event at the same school where Dow who’s now 24 ran the same tracks as a middle schooler said, &#8220;I wanted to come and be a part of the relay&#8221;.</p>
<p>Her mom attended the entire event, but left just after the lap, as it was an emotional moment for her when the relay participants cheered and applauded for her newlywed daughter and son-in-law.</p>
<p>&#8220;This was more emotional than the wedding ceremony,&#8221; said Bride’s Aunt, Judy Wardlo of Fenton.</p>
<p>Pete Kurzyniec, 46, of Canton, another cancer survivor living at Plymouth, thought that the way the newlyweds&#8217; stopped was pretty cool.</p>
<p>Even the organizers were very happy and thrilled to see the wedding couple and the wedding color which was purple. And the color is not only the bride&#8217;s favorite color but it was also the relay color.</p>
<p>The Plymouth Relay for Life was one of the 54 in metro Detroit in the months of May and June. Approximately $54,000 has been raised from the event as of Saturday out of which $450 came from the Dows.</p>
<p>The event Chairwoman, Laura Compton said, “it was meaningful for the Dows to share their wedding day with the event”.</p>
<p>&#8220;It makes the day memorable,&#8221; Compton added.</p>

The national debt is swelling and needs to be dealt immediately so as to save the nation from financial mess similar to what Greece is facing right now.</p>
<p>Though as per the statistics Japan has much more stable financial position as compared to Greece as most of the debt is domestic. But Prime Minister used such blunt words so as to be able to push forward his agenda without much difficulty. The agenda includes the raising taxes.</p>
<p>This was Naota Kan’s first speech after taking the office this Tuesday. In his first address to the Parliament Kan said, “Japan cannot continue to let government debt swell while state finances are under pressure from an aging and declining population”.</p>
<p>&#8220;It is difficult to sustain a policy that relies too heavily on issuing debt. As we have seen with the financial confusion in the European community stemming from Greece, our finances could collapse if trust in national bonds is lost and growing national debt is left alone,&#8221; he said.</p>
<p>According to International Monetary Fund, Japan has the largest amount of public debt at 218.6 percent of its total gross domestic product in the year 2009, among all the industrialized nations.</p>
<p>In the last four years, Kan has become the sixth Prime Minister of Japan after doing a short stint as the Finance Minister. Kan is planning to work closely with the Bank of Japan in order to avoid any further increase in deflation and also promised the government that he’ll focus on the development of strong and comprehensive policies.</p>
<p>Kan also indicated that he is considering raising the taxes, though the full details of his economic growth plan will be announced later this month. But he made clear what he aims for, which is 2 percent growth of the economy annually by the end of fiscal year 2010.</p>
<p>Analysts feel that the comparison of Japan with Greece as used by Kan as a warning in his speech was an overstatement.</p>
<p>&#8220;Greece had a huge public debt and huge overseas loans,&#8221; said Hiromichi Shirakawa, Chief Economist at Credit Suisse Japan. &#8220;Japan has a trade surplus, and it&#8217;s a major creditor nation &#8230; I don&#8217;t think Japan&#8217;s fiscal conditions is facing a similar crisis.&#8221;</p>
<p>“Instead of focusing too much on fiscal tightening, Kan should simply focus on growth strategy that works for Japan&#8217;s matured economy as the nation&#8217;s population continues to age and shrink”, he added.</p>

<p>Teams like Argentina, Brazil, Mexico, Holland, Germany, Spain and England have already stopped their players from using the social sites. Coach of Chile, Marcelo Bielsa, also stopped players from using the internet.</p>
<p>Of course the football fans thinks that these bans are very harsh and players will get more motivated if they were allowed to connect with the public. Similar ban have been also enacted in the USA during the American football and basket ball season. Moreover no one is also allowed to update the players account on their behalf.</p>

<p>Marc and Stacy McNeil of Marshall, Texas, survived by hauling their pick-up truck between two trees and standing in waist-deep water. &#8220;It was just like a boat tied to a tree,&#8221; Mr McNeil said, describing how the truck bobbed up and down.</p>
<p>According to Renee Preslar spokeswoman for the Arkansas Department of Emergency Management they have received calls from relatives of about 73 people who haven&#8217;t been heard from since the flash flooding.</p>
<p>The Federal Emergency Management Agency has been ordered by President Obama to be in close contact with the officials in charge of the Arkansas emergency teams and &#8220;to report back concerning any unmet needs.</p>

<p>The food network is accepting the video entries till 16th of July. The price is for winning video is not direct spot in the show but the wining person will be given a chance to give the one-on-one audition in the New York City.</p>
<p>If you don’t know anything about this reality series, this show challenges participants to live in a house with each other and compete in food creating challenges. This show also features many celebrity chef guests and is full of drama and emotion.</p>

<p style="text-align: justify;">A state of emergency has been declared by the transitional government and the disturbances have been the most serious since the transitional government took power and an uprising ousted former President Kurmanbek Bakiev that killed more than 80 people. There are fears that this political instability could escalate into a civil war as the Kyrgyz and Uzbeks continue to clash.</p>
<p style="text-align: justify;">&#8216;Destructive forces, together with criminal elements, are trying to escalate inter-ethnic conflict,&#8217; Ruslan Kazakbayev, the country&#8217;s interim foreign minister, said during a summit of regional leaders in neighbouring Uzbekistan.</p>
<p style="text-align: justify;">Both the Russian president, Dimitry Medvedev and the Chinese leader, Hu Jintao have publicly stated from the summit they are attending in Uzbekistan that they want to see this conflict resolved as quickly as possible.</p>

<p>New England Journal of Medicine has conducted the largest survey ever since the new treatments and medicines for preventing heart attacks have been adopted. The study examined more than 46,000 hospitalizations for heart attack.</p>
<p>Not just California, but all countries across United States have shown a similar declining trend. The possible reasons for this decline are being registered as the bans on smoking in public places, better treatment of high blood pressure and high cholesterol by the doctors.</p>
<p>Dr. Robert Yeh from Massachusetts General Hospital and Harvard Medical School in Boston and colleagues said “the 24 percent drop was seen even though doctors can better detect heart attacks and despite the growing rates of diabetes and obesity, both of which raise the risk of heart attack”.</p>
<p>&#8220;We would expect an increase in heart attacks because we&#8217;re picking up more heart attacks than we used to,&#8221; Yeh added. &#8220;We found that, despite that, they are still going down.&#8221;</p>
<p>The data used for the survey recorded and monitored almost 3 million people from the Kaiser Permanente Northern California health system, which is the largest medical group in the United States; this data has paid for major part of the study.</p>
<p>The major decrease has been recorded for people who have been suffering from the most damaging type of heart attacks. The decrease has reduced by 62 percent since 2000. The records were measured by an elevation of the ST segment in the wave that usually appears on the heart monitor. Such deadly attacks need to be treated rapidly with the use of clot-busting drugs or by using tube-like stents which help to keep the arteries open.</p>
<p>The Non-ST segment heart attacks affect only a smaller portion of the heart wall, thus they are not considered to be very dangerous. These types of heart attacks had peaked in the year 2004 and have shown a declining trend ever since. They are usually treated with the help of drugs only.</p>
<p>&#8220;Despite our ability to more easily diagnose heart attacks using sensitive biomarkers, we found a consistent trend of fewer severe ST-elevation myocardial infarctions over the past decade, the type of heart attack we particularly want to prevent,&#8221; said Dr. Alan Go, of Kaiser, who led the study.</p>
<p>According to Yeh and his colleagues even other studies like those done in Minnesota and Massachusetts also suggest the declining trend of the heart attacks.</p>
<p>&#8220;But published literature from these studies is limited to data collected before 2002 &#8212; before many current strategies for the prevention and management of cardiovascular disease were implemented more widely in the community,&#8221; the researchers wrote.</p>
<p>&#8220;The rate of improvement has slowed down or stopped,&#8221; they added.</p>

As we all know that web indexing is at the heart of all search engines which means none can work without it but if it’s as good as Google’s then success is not far.</p>
<p>Recently Microsoft had also debuted Bing, which used to employ an indexing system that was rewritten form of the old MSN Search. The indexing service till date has received positive reviews and thus was embraced by Yahoo for its search engine, making it the world’s second largest player in the Search market.</p>
<p>Google, as ever holds the first and an extremely dominant place in the search market, was working for making major modifications to improve the search results and finally after months of hard work, last month it rolled out the major modifications it made which also includes changes to the page layout which shows search results. With these new changes Google promises &#8220;50 percent fresher results for web searches&#8221; as compared to the results that were found with its last indexing service.</p>
<p>In its blog, Google explained the need for Caffeine, &#8220;Our old index had several layers, some of which were refreshed at a faster rate than others; the main layer would update every couple of weeks. To refresh a layer of the old index, we would analyze the entire web, which meant there was a significant delay between when we found a page and made it available to you.&#8221;</p>
<p>The blog post also details the astonishing abilities of the new indexing service, stating, &#8220;Caffeine lets us index web pages on an enormous scale. In fact, every second Caffeine processes hundreds of thousands of pages in parallel. If this were a pile of paper it would grow three miles taller every second. Caffeine takes up nearly 100 million gigabytes of storage in one database and adds new information at a rate of hundreds of thousands of gigabytes per day. You would need 625,000 of the largest iPods to store that much information; if these were stacked end-to-end they would go for more than 40 miles.&#8221;</p>
